Memo Text

The US Department of Defense has announced an opportunity to obtain funding from the Office of Local Defense Community Cooperation (OLDCC) under the Defense Community Infrastructure Pilot Program to assist state and local governments to address deficiencies in community infrastructure supportive of a military installation. The Office of Local Defense Community Cooperation may award grants under this program to state and local governments for community infrastructure projects, which are transportation projects, community support facilities (e.g., schools, hospitals, police, fire, and emergency response), and utility infrastructure projects (e.g., water, waste-water, telecommunications, electric, gas, etc.) that are located off of a military installation, support a military installation, and are owned by a state or local government or not-for-profit, member-owned utility. Under this program, public school districts are considered local government entities.

More information on the program is available at the Defense Community Infrastructure Pilot Program / Office of Local Defense Community Cooperation website. This page includes several examples of grants awarded in the past.

Please read both the Notice of Funding Opportunity and the attached Frequently Asked Questions. The OLDCC will hold an informational webinar on June 2, 2022. Persons interested in attending should sign up for updates on the Defense Community Infrastructure Pilot Program at this link: OLDCC Updates.

Please note that the application packet must include a letter of endorsement by the local installation commander.

Applicants should consider including the number of children of military families enrolled in the district. Information regarding the number of children of military families enrolled in each school district is available through the MySchoolInfo section of the ADE Data Center.

The award ceiling for grants under this program is $20,000,000.00. The award floor is $250,000.00.

The application deadline is 5:00 PM PDT (7:00 PM CDT) on July 18, 2022. Applications must be received by the Office of Local Defense Community Cooperation by that date and time.
