Memo Text

The Division of Elementary and Secondary Education (DESE) – Title I, Part C is seeking public comment in order to request the US Department of Education provide a tydings waiver for FY 21 funds set to be obligated by September 30, 2023. The Title I Part C Program aims to extend the obligation period until September 30, 2024. Title I Part C subgrant recipients may benefit from this extension by having more time available to effectively spend those funds.

Arkansas is seeking a Title I Part C waiver to extend tyding period for the FY 2021 to give LEAs flexibility to utilize Title I Part C funds to benefit Migratory children and families.  Due to other federal funds availability, and COVID-19, some districts and Education Services Cooperatives were unable to expend Title I Part C funds as approved in their applications. Extending the tyding period for these funds will allow LEAs to effectively provide services that target the unique need of Migratory children and families.  Through established communication channels, the Arkansas Division of Elementary and Secondary Education (DESE) will continue to provide technical support to LEAs in order to ensure these funds are expended within the tyding period.

The DESE will accept public comments by May 19, 2023.  Please submit public comments by completing the form at Title I Part C Tidings Waiver Application for FY 2021 Funds Public Comment:
