Arkansas Code Ann. § 6-42-109 established that “each school district shall report annually to the Division of Elementary and Secondary Education (DESE), at a prescribed due date, the extent to which it is providing educational opportunities specifically designed to meet the educational needs of gifted and talented children.” 

The annual Gifted and Talented Education Program Approval Application must be electronically submitted by October 15th.   

The district’s annual Gifted and Talented Education Program Approval Application is reviewed by the DESE Office of Gifted & Talented and Advanced Placement to support districts in providing appropriate educational opportunities for gifted students and inform the DESE Standards & Systems Support Unit as to whether or not the district's gifted services are provided in accordance with the laws of the state and the rules of the Division.
