The Arkansas Department of Education (ADE) will post the second state aid notice of fiscal year 2011-12 for open-enrollment charter schools to the ADE website. These notices will be found at http://arkansased.org/about/reports.html under the State Aid Notices section, and then under Open-Enrollment Charter Schools as “State Aid Notice 2011-2012 Preliminary – PDF February 1, 2012.” The notice has a “data” section and a “funding” section. The “data” section displays much of the data used to calculate funding. The “funding” section is sub-divided into funding categories and indicates some of the funding criteria used in the category’s calculation as well as preliminary funding estimates based on available data. Also listed in this section are revenue and source of fund codes and expenditure restrictions for each category.  Changes to data due to updates or corrections will result in changes to all associated funding categories. Charters will be notified of changes on subsequent state aid notices. Changes resulting in lower funding totals may require repayment of funding overages.  Please note each of the following items when considering the data provided on the state aid notice: ·        All data is subject to review. ·        Alternative learning environment funding is based on prior year full-time equivalent data and is subject to review. ·        National school lunch state categorical funding is based on October 1, 2010, enrollment data and is subject to review. The effect of national school lunch transition is provided, if applicable. For charters in the first year of operation or those that have added a grade level in the current year, national school lunch state categorical funding is based on October 1, 2011 enrollment data. ·        The October 1, 2011 enrollment data is considered uncertified by the ADE’s Child Nutrition Unit. The associated funding is currently being paid as estimated funding. Any changes made to this data through CNU’s certification process will result in appropriate adjustments to NSL funding. ·        The calculated amount of declining enrollment funding is provided on the state aid notice. Estimated student growth funding has now been calculated and provided on the state aid notice. Pursuant to state law, a charter school cannot receive both declining enrollment and student growth funding. A charter that is calculated to receive both declining enrollment and student growth will receive the category yielding the most funding. ·        Estimated student growth funding is based on current year actual quarter one ADM and estimated quarters two, three, and four ADM. These ADM estimates are provided on the state aid notice. Charter schools are encouraged to monitor their actual quarterly ADM figures during the year in an effort to anticipate any possible required funding repayment to ADE. ·        Sufficient data is now available for the calculation of English language learners funding. ·        Current year ADM (Qtrs 1-3) is not available for foundation funding for new charters or those charters adding new grade(s). Estimated foundation funding has been updated for these charters based on current year quarter one ADM. ·        As data becomes available, the associated funding amounts will be reflected on upcoming 2011-2012 state aid notices.
