The Arkansas Department of Education (ADE): Office of Information Technology (OIT) is pleased to announce that for 2020-21 school year, the department/State Educational Agency (SEA) has actively engaged with the Office of Civil Rights (OCR) to pre-populate data sourced from Statewide Information System (K-12 Data Warehouse) available data for Arkansas Local Educational Agency (LEAs: district and school-level) in the Civil Rights Data Collection (CRDC) submission system.

 

Attached with the memo is an excel spreadsheet titled CRDC SEA Support 2020-21 which provides an overview of the data that ADE will be providing for 2020-21 CRDC data collection. Please refer to the detailed tabs: School Support by Item and LEA Support by Item. The below table the Guide sheet in the spreadsheet, defines the metadata for the above two sheets.

 

LEAs may accept all, some, or none of the data submitted by SEAs.  In which case, the LEA will need to know how to set access permissions for SEA. Attached is CRDC New Users and Set Permissions.pdf and CRDC Add Back SEA Permissions.pdf. If you have begun providing data in the CRDC portal and do not wish to be overwritten by data submitted by the SEA; access permissions should be set to deny access to the SEA.  SEA will allow a two-week time frame for LEAs to update permissions according to their specific requirements.

This column gives a brief description of the disaggregated content found within the field. For more detailed information, consult the official data definitions, which are available in the 2020-21 CRDC Table Layout documents*.

 


Length

This column shows the length of each field within the record layout.

 


Permitted Values

This column shows what data type is required for a given field and/or the permitted values.

 


REQ/OPT 2020-21

This column shows whether the data element is required (REQ), optional (OPT), or non-applicable (NA) for the 2020-21 CRDC.

 


Associated with Skip Patterns?

This column indicates whether the data element is associated with a skip logic (e.g., whether the data element may only be applicable to some but not all schools or LEAs). An "N" indicates the question is applicable to all schools and LEAs. A "Y" indicates the question may only be applicable to some, but not all schools or LEAs.

 


Skip Logic 1 (Complete only if the school has enrollment in the following grade(s)):

This column provides the criteria for when the field must be completed.
When skip logic is provided:
     - If the skip logic criteria is met, data are required in the field for a complete submission. 
     - If the skip logic criteria is not met, LEAs may omit the data.

 


Skip Logic 2

This column provides the criteria for when the field must be completed.
When skip logic is provided:
     - If the skip logic criteria is met, data are required in the field for a complete submission. 
     - If the skip logic criteria is not met, LEAs may omit the data.
