The Arkansas Outstanding Military Scholar Award (OMSA) is presented by the Arkansas Council for Military Children (the Council) annually during the spring semester to a scholar enrolled in grade 12 in an Arkansas school and who is the child of a current or former member of the uniformed services.  The Council will select four Finalists, one of whom will be selected as the State Winner. The Finalists and the State Winner will be selected on the basis of academic performance, extracurricular participation, leadership, and community service learning.  

 

Nominations are made online using the OMSA Nomination Form.  The nomination must include OMSA Form 1 (Academic Achievement), OMSA Form 2 (Extracurricular Participation and Leadership), and OMSA Form 3 (Community Service Learning Record). 

 

Nominations must include an essay by the nominee.  

 

Each of the four Finalists will be interviewed by members of the Council.

The Council accepts nominations during the month of January and announces the winner during the Month of the Military Child (April).  

 

Each Finalist will receive a Certificate of Achievement from the Council.  The State Winner will receive a plaque and a laptop computer.
