Teacher Licensure Processes: Implementation of Act 304 

To ensure the highest quality educators are present in every classroom, the Arkansas Department of Education (ADE) is implementing changes to the teacher licensure process in accordance with Act 304, passed during the 2025 legislative session. Beginning immediately, previously approved licensure waivers such as 1240 waivers, School of Innovation allowances, and emergency teaching permits will be replaced by the Teacher Licensure Plan (TLP). 

Overview of the Teacher Licensure Plan (TLP) 

The Teacher Licensure Plan is a collaborative effort between ADE and school districts designed to ensure all new educators without licensure credentials are on a structured path to obtain their teaching license. The TLP provides a clear framework for progress, offering robust district-level oversight and support to uphold the quality of education across Arkansas. 

Key Features of the TLP 

    • Districts must apply for individuals to obtain a TLP via the District Application for TLP form. 
    • Initial approval of candidates is conducted by the ADE Licensure Office. 
    • ADE will work directly with candidates to complete their TLP. 
    • TLP plans are limited to a maximum duration of three (3) years. 
    • Districts are responsible for tracking, supporting, and monitoring candidates’ progress toward full licensure. 

Who Requires a Teacher Licensure Plan? 

    • An individual teaching in a public or charter school without a current teaching license. 
    • An unlicensed individual serving in a position requiring licensure (e.g., counselor, librarian, principal). 
    • A licensed educator teaching outside their designated licensed content area (e.g., Additional Licensure Plan [ALP], Administrator Licensure Completion Plan [ALCP]). 
    • An educator ineligible for provisional licensure. 

It is important to note that charter schools with active charter contracts including licensure waivers are exempt from these requirements until their contracts expire. However all other public schools will be required to submit their current educators who are on a waiver for a TLP prior to the 25-26 school year. Those candidates will have the three years to complete the TLP. Additionally, only one licensure plan will be awarded per individual; however, multiple areas may be integrated into the plan.  

Eligibility Requirements for TLP 

  • Pass all required Arkansas background checks within the last year. 

  • Hold a minimum of a bachelor’s degree. 

  • Meet the Arkansas Qualified Teacher standards if teaching core subjects (Math, English Language Arts, Science, or Social Studies). 

Licensure Exceptions 

Certain exceptions apply to licensure requirements. For example, candidates serving as a teacher of record while completing a traditional internship through an approved Arkansas university may qualify for an Aspiring Teacher Permit. Additional exceptions may be available depending on specific circumstances, and candidates are encouraged to consult with ADE for guidance. 

Streamlined Process for Licensed Educators 

ADE has also streamlined the process for licensed educators seeking to expand their existing teaching licenses. Educators can now add content areas to their licenses by demonstrating mastery in the desired subject areas. Educators and districts are encouraged to collaborate with DESE licensing specialists to identify the most advantageous pathway.  

The implementation of the Teacher Licensure Plan is a critical step in enhancing the quality of education across Arkansas. By establishing clear pathways for licensure and ensuring adequate support for educators, ADE is committed to fostering excellence in teaching statewide. Districts and educators should work closely with ADE to navigate this new process effectively.
